With an increase in terror related incidents in the UK over the last 10 years, it’s important that those who run public venues or organise public events are well informed about what can be done to diminish the chances of attacks. Protect Duty came about as a response to the Manchester Arena bombing enquiry. After the completion of the enquiry, a comprehensive review of public venue counter-terror legislation was conducted. Following this, ‘Martyn’s Law’ was introduced and a Government consultation on the Protect Duty was launched. Protect Duty is essentially Government issued obligations to protect staff and visitors in public venues and was published on 26 February 2021.
Gov.uk released a comprehensive document outlining the parameters of Protect Duty consultation, which includes a section by section debrief on the duty. The number of businesses and organisations that Protect Duty may apply to is far reaching, so it’s incredibly important that those who are expected to carry out the duty understand issues around security and counter terrorism while conforming to it.
As mentioned, the types of organisations and locations that the Protect Duty will apply to is vast. Venues, organisations, businesses and public authorities who oversee publicly accessible locations are those that are likely to have to change protocols and introduce risk assessment measures to ensure the Protect Duty is enforced. Therefore, business owners and managers of venues will be obliged, by law, to see that threats posed to staff and visitors are assessed thoroughly and mitigation measures are implemented, if required.
